AFD and EDRI convened technical workshop on Public Private Partnerships and Corporate Governance of State-owned Companies on the 11th and 12th of October 2017 at Hilton Hotel in Addis Ababa, Ethiopia.
Organized in the context of the 20th anniversary of the French Agency for Development (AFD) presence in Ethiopia, according to Mr. Ignance Monkam-Daverat, AFD Regional Director in Ethiopia, the workshop aimed to address key issues for a sustainable development of infrastructure projects in Ethiopia.
The workshop was opened following the welcome remarks delivered by Dr. Gebrehiwot Ageba, Director of Programmes at EDRI, on behalf of H.E. Mr. Mekonnen Manyazewal, Executive Director, with the rank of Minster, of EDRI; H.E. Mr. Frederic Bontems, Ambassador of France to Ethiopia and to the African Union; and H.E. Mr. Admasu Nebebe, State Minster, Ministry of Finance and Economic Cooperation. In their opening remarks, the speakers stressed on the relevance and timeliness of the themes to the context of Ethiopia as well as the strong interest to work in collaboration and extend the partnership form both the Ethiopian government’s and AFD’s sides.
The workshop addressed two themes: Pubic Private Partnership (PPP) and the Corporate Governance of State-Owned Enterprises (SOE). Regarding the first theme, presentations and discussions were made on the topics: ‘Public Private Partnership in Economic Financing’; ‘Critical Analysis for Key Factors of Success in PPP: The experience of France’; ’PPP Legal Framework in Ethiopia’: Status on Legal Frameworks on PPP in Ethiopia’; ‘PPP Opportunity in Ethiopia: Perspectives in Energy and Transport’; and ‘Experience in PPP Financing with AFD’. Under the second theme, ‘Governance of State Owned Companies’, the topics: ‘SOEs in Ethiopia’; ‘Corporate Governance of SOEs: Good Practices’; ‘Presentation of Ethiopian Airlines Group: Corporate Governance and Experience with AFD’; and ‘AFD Experience in SOEs Financing’ were covered.
The organization of this technical workshop was the occasion to introduce the set of financing instruments AFD has, together with public or private French expertise, to support the development activities in Ethiopia. In the workshop, AFD has mobilized its expertise and some key French players involved in the implementation of PPP projects and governance of SOEs.
Participants of this workshop were high-level officials and representatives from the Ministry of Finance and Economic Development, the Ministry of Public Enterprises, Ethiopian State-Owned Enterprises, international consultants, researchers, and professors.
