Ethiopian Development Research Institute is seeking to hire a Director of Programs on a long term contract basis: The Terms of Requirements (ToR) are as follows.
1. Brief job description for advertisement purpose
The Director of Programs provides the intellectual leadership and guidance for the Institute’s Research Programme and ensures that its research activities are of high quality and relevance to the policy and Research needs of Ethiopia. In this respect, the Director of Programs actively directs all research related activities and capacity building of the Institution. The Director of Programs reports to the Executive Director regarding all operational activities and acts on behalf of the Executive Director in the event of absence.
It is essential that the individual has a high level of credibility and record of accomplishment in economic analysis and research, including research expressly intended for policy actors. She/he must also have a record of engagement with policy actors and institutions such as think tanks, universities, research institutes, government bodies, regional or international institutions, civil society and/or media and the private sector.
The Director of Programs leads (supervises) the Research Departments, Units, Centers, Communication and outreach and Data and knowledge management Departments. The incumbent should establish adequate rapport with researchers and be supportive to their effective and efficient engagement in research. In general the Director ensures for the attainment of:
· enhancing research quality, Improving organizational performance, Strengthening policy engagement, communications and outreach,
· triggering dynamism and productive change in the private sector,
· addressing capacity gaps of medium, large enterprises and exporting enterprises are being explored in line with the industrialization development strategy of the country.
Besides, the director is responsible for:
o Coordinating the performance of the research departments and centers and the respective researchers
o Manages contracts of grants and consultants
o Identifying qualified researchers for permanent position or short-term contract,
o Ensuring that quality of research staff and other management staff are consistent with staff profiles stipulated in the organizational structure of the Institute,
o Ensuring that researchers are provided with all the necessary cooperation and support services to complete their work on schedule, and
o Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
o Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework
o Report evaluation findings to the Executive Director and recommend changes to enhance the program, as appropriate.
2. Qualification Requirement
The incumbent must have acquired:-
§ PhD in economics
§ at least twelve years of experience in research and or academic institute (s) as a research fellow or Associate Professor after PhD in economics and out of which three years or more in senior management position.
3. Remuneration: Negotiable
